Welcome to the Westbury Union Free School District!
Westbury offers students a dynamic experience designed to support their educational growth and social-emotional needs. We have great educators, vital academic programs, and an engaged community. We proudly welcome all of our families to our community of learning.
The Registration Process
To enroll in the Westbury Union Free School District, students must reside within the Westbury District boundaries.
Children who reside within the district and are between 5 years of age by December 1 of the current school year and under 21 are entitled to attend Westbury Union Free School District regardless of immigration status or English language proficiency.
Enrollment is by appointment only, and Applications can be picked up anytime during regular hours. Please call for an appointment to submit a completed application.

The Westbury School District established the Office of Central Registration to facilitate the registration experience for our new families who are newly entering. The district has revised its Registration/Enrollment materials in alignment with the requirements of the Regulations of the Commissioner of Education (8 NYCRR 100.2(y)). If you have any complaints concerning enrollment, registration, and/or placement that the district has not been able to address, you can contact the following offices:

If a family moves to a new residence within the school district during the school year, a Change of Address packet must be completed. We must have current information on record at all times. As a result, we ask if your address, phone number, or emergency contact information changes, you immediately contact Central Registration.

Pre-Kindergarten Information
Eligibility
We are happy to announce that the Westbury Union Free School District plans to offer a Universal Pre-Kindergarten (UPK) program for the 2026 - 2027 school year. Children must be four years of age on or before December 1, 2026, (children must be born between December 2, 2021, and December 1, 2022) to be eligible to participate and be a resident of the Westbury Union Free School District. This program is fully funded by New York State Department of Education grants. All placements in the program are contingent upon the reauthorization of the Universal Pre-Kindergarten grants.
program structure
The Universal Pre-K program will offer two program types: (1) full-day, for a minimum of 5 hours of instruction, and (2) half-day, for a minimum of 2.5 hours of instruction. Both programs will operate Monday through Friday, offered through partnerships with Universal Pre-Kindergarten centers located within the district's boundaries, including district-operated facilities and community-based organization facilities. The program will begin in early September and will follow the school district calendar. There is NO COST to participate in this program, and transportation will be provided for all eligible children. The curriculum follows the NYS Pre-Kindergarten Standards and is taught by New York State-certified teachers.
UPK LOTTERY PROCESS OVERVIEW
As per NYSED regulations, the district will conduct a UPK Lottery to ensure fair and equitable access to all UPK seats. Families who register with the district will have their names entered into the lottery. The district will randomly select students from the list of registered families to fill available UPK seats - see SELECTION PROCESS below for more information.

Universal Pre-Kindergarten (UPK) registration begins Monday, March 2, 2026; however, steps 1-3 can be completed prior to March 2. Registration, including the requirements for providing mandatory documentation and proofs of residency and date of birth, must be completed by Friday, March 27, 2026. Registration does not guarantee placement into the program.

Step 1: Print the registration packet below or stop by Central Registration to pick up a printed copy (this step can be completed prior to March 2)

Step 2: Complete the packet to the best of your ability. If you are unsure of how to complete a specific form or question, a representative from Central Registration can assist you in Step 4.

Step 3: Schedule an appointment with Central Registration between March 2, 2026 and March 27, 2026, by calling (516) 876-5100 (this step can be completed prior to March 2)

Step 4: Attend your scheduled registration appointment at Central Registration, located at 545 Dryden Street, Westbury, NY 11590

Be sure to bring your packet from Step 2, completed to the best of your ability.

During this appointment, you will be entered into the UPK Lottery via a Google Form

Families will be able to indicate program type preferences (half-day vs. full-day), however program location preferences will not be accepted

Eligible children will NOT be entered into the lottery for placement until this step is completed and they meet with a representative from Central Registration.

Note - If you are unable to complete these steps by Friday, March 27, 2026, your child will be added to the UPK waitlist at the time in which you complete all steps.

SPECIAL EDUCATION/CPSE SPECIFIC INFORMATION
Children born between December 2, 2021, and December 1, 2022, who currently receive special education services through the Committee on Preschool Special Education (CPSE) are already registered with the district (Steps 1 and 2 of the Application Process).
In order to enter the UPK Lottery, schedule an appointment with Central Registration between March 2, 2026, and March 27, 2026, by calling (516) 876-5100, as outlined above in Step 3. This step can be completed prior to March 2. At this appointment, inform the Central Registration team that your child is already registered with the district and receiving special education services through CPSE. The Central Registration team will then assist you in entering the UPK Lottery via a Google Form.
Note - You must enter your child in the UPK Lottery during the indicated lottery window; do NOT wait until your child's annual review meeting.
Selection Process

The number of seats will be capped based on state funding. The district anticipates offering 108 half-day seats and 72 full-day seats (subject to change without notice).

Random selection is required by New York State. Selection for this program is done by a lottery in the spring by a committee chaired by the Assistant Superintendent for Elementary Curriculum and Instruction.

Notification of UPK placements will be communicated on or around Friday, May 15, 2026. To provide a fair and consistent process for all qualified residents, we cannot honor requests to switch locations and/or program types.

Those who do not secure a placement in the program will be added to the waiting list in the order of their lottery draw.
